ENTITLEMENTS Cotton Center has an approved development agreement with the city of San Marcos allowing for a broad mix of housing products, commercial components, parks and natural preservation areas, as well as on-site schools to create a vibrant live, work, play master planned community. The project is part of the Cotton Center Municipal Utility District #1, which has been approved by the Texas Commission for Environmental Quality.
