On-Site Wastewater Treatment System (OWTS-septic tank/drain field system or ISDS) permit must be approved by Costilla County before any dwelling construction is started. Costilla County approves the location of your OWTS. You must contact the Costilla County Planning & Zoning Office for approval of location of the septic system and for percolation tests. Upon completion, the County Planning & Zoning Office must be called for a final inspection of the OWTS before it is covered.
