Per the survey company, Design Alaska - The public can access the flood control area, you just can’t use the bridge. In the wintertime, you can ride your snowmachine up to the bridge, then go around it, cross the frozen river, and go back up to the road.

The question is, is public access restricted on the flood control project, and do section line easements exist through that area.
